I agree with most of what you’ve said… (unfortunately). The way “agile” works in organizations is rarely even close to how it is supposed to.
It is hard to distinguish between unfinished work and the (real) technical debt (that comes from the inherent uncertainty of the future). That’s why managers don’t buy into it.
For a developer, it can be a helpful concept. Unless she lies to herself and claims unfinished work to be technical debt. In that case, I agree, it is nothing but garbage.
